EXCESSIVE CONTRACTS.. London, April 16. Tho report of the inquiry' into the wipe of Sir John Jackson, with regard to the construction of army huts, states that his first' offer was bona fide and from patriotic motives, but the later agreement, arranged at a critical time, provided for excessive payments. An independent tribunal would probably have awarded him, much less than £130,700.
