Four other generals have been arrested at Tashkent by order - of the local branch of the Council of Workmen and Soldiers. '. * The delegates will have charge of dis-. tributing arms to Russians for defence in the eveiv£ of an attack hy natives. General Kuropatkin has telegraphed to the Premier asking for the command of the Grenadier Corps at the front. At the general congress of the Council of Workmen and Soldiers delegates were present from all parts of Russia. The congress passed a resolution appealing to democracy to support the Provisional Government as long as it continues to consolidate the gains of the revolution and does not base its foreign policy on aspirations of territorial expansion.
