The New York Times' Washington correspondent predicts that the British Commission will urge that power be given to round-up Britishers in the United States. CONSCRIPTION FAVORED. ' . . Although the House Committee pass'.d an informal-vote against conscription, It is believed., that the sentiment of the House favors it. President Wilson insists that conscription is essential.
