It was impossible to crush a nation of 70.000,000 people, but dormant must be taught that military aggression was neither a profitable nor a legitimate business, and that the world's conscience would not tolerate the ruthless violation of the liberties of small nations. The British Constitution, Sir Robert added, was the most flexible instrument of government ever devised. He believed that the Imperial War Cabinet indicated a line of Constitutional development in tlie immediate future, and he discerned therein the birth of a now and greater Imperial Commonwealth.
