/ JJondon, April 8, *■, Russia ii remodelling and rejuvenating her army in preparation for her coming efforts. Mr. Wilton, the Times correspondent, who is visiting General Altx* ieff's headquarters, says:—"The old link between the army and the country was the Czar, the incompetence and lneftV ciency of 'whose regime led to the breakdown of the food supply and transport ■services. As a result of prolonged conferences at headquarters, it hag been decided to adopt the British model of War Cabinet, with a committee representing the Duma, the Departments of Work. men, Finance and Industry, in co-opera-tion with large powers. Sweeping changes are being made in the army personnel. In the past promotions have. been baaed on favoritism and cnmtai"/, some seniority. Many regiments <sfto" already dismissed incompetent or r«*etionary senior officers by vote. In mum ly every ease the boycott was justified. Many officers lost their places because' they bad German names. Anti-German feeling U pronounced throughout the army. General Alcxieff is a stalwart advocate for tho Duma, and he prevented the Czar from escaping to the Crimes.'! I
