The delegates of the first army and the Black Sea fleet, and the Sevastopol garrison have presented a resolution to the Duma protesting against the interference of the Council of Workmen and Soldiers wit'h military affairs, causing misunderstandings regarding the allegiance due to the Provisional Government, claiming that only great battles a month hence will decide whether Russia is free or crushed. if. Rodzianko replied that all must rally to the •Provisional Government and secure victory. He continued:—"Let the reverse on the Sttokhod be a warning to citizens to work. There have been enough dissensions. The country is in danger." DEMOCRATIC CONGRESS. 'A PARLIAMENTARY REPUBLIC. Petrograd, April 8. A congress of the Constitutional Democratic Party, which is a. strong political organisation, has opened. The President appealed for support for the authority of the Provisional Government until the convocation of a constituent assembly.
The congress unanimously resolved that Rursia should be democratic with a parliamentary republic, to give adherence to the watchword, "War until final victory." The congress proposed sympathetic reference to the Allies and the United States entry into the war, A French headquarters correspondent at Salonika states that all the Russian troops on the Balkan front have acclaimed the result oi the revolution and took the oath of allegiance to the Provisional Government.
