THE FRESH MOVE s UPSET BY AMERICA'S DECLARATION. Received April 8, 5.5 p.m. 1 London, April 7. The Morning Post's Amsterdam correspondent states that the general impression in Holland ia that there is some disagreement between Austria and Germany regarding the fresh peace move. The Lokal Anzeiger on Monday announced semi-officiatty that Germany would co-operate with Austria in the new proposal on the lines of M. Czeriiin's (the Premier's) interview. Now the Koelnische Zeitung denies the report, adding merely that Germany was still willing to chter negotiations for an honorable peace. It is believed here that both announcements present the official German view when made. Germany hoped the first report would induce Congress and Washington to insist upon a modified war policy, but President Wilson's address destroyed the hope. Germany disavowed her intention, fearing it ivoutd indicate weakness. conference with M. Czertiin has ended.
