THE SOCIALIST REVOLT.

The Socialist revolt in the Reichstag has created a sensation in Germany, and is expected to nll'ect the army. It indicates a definite Socialist avowal for peace. Herr von Belhmann's statement that "wo desire a speedy peace on a basis honorable to .both parties, and that it would be wrong to deal with the franchise w'hiist millions of men are in the trenches," has not appeased the Socialists, who forecast a systematic opposition to the war. British 4 pacifists, including H, W. Massingham, editor of the* Nation, ie« gard the event as a momentous one, and are demanding that the Allied Governments should explore Herr von Bethnifinn's peace avowal. It is noteworthy that Herr von Bethman, in concluding his speech, declared that Germany would be rebuilt with the indemnities obtained from the Allies.
SOCIALISTS OPPOSE THE GOVERNMENT.. IPOLITICAL CMSIS POSSIBLE. '. JUNKERS OPPOSE REFORM. Received March 31, 5.5 n.iaj Amsterdam, March 30. Both Socialist groups in the Reichstag opposed the supplementary estimates on Thursday. Herr Bernstein said that experience justified the distrust of the Government's policy. "Neutrals hate us, and America has been forced to side with .the Allies. Events in Russia show that a social democracy can achieve a peaceloving ideal. A just peace must be reached as soon as possible." The Socialist voto caused a sensation in the Reichstag. For the first time the whole party opposed the Government, which means the systematic opposition of all Socialists in the country to a continuation of the war, and may result in a serious political crisis. The Government is making concessions all round, promising the franchise and other- reforms demanded by the Socialists, including the withdrawal of the Antr-Jesuit Bill, as a sop to the Catholics. debate in the Upper House of the Prussian Diet showed a strong junker diet to electoral reform.
STORMY SCENE IN REICHSTAG SOCIALISTS DEMAND REPUBLIC. Received April 2, 1.30 a.m. Amsterdam, March 31. There were stormy scones in the Reichstag on Friday, the Socialists, amid shouts of treason, declaring that a republic for Germany was inevitable and demanding larger powers for the Reichstag's foreign policy. THE PEACE MOVES. AUSTRIAN MINISTER'S STATEMENT. Reuter Service. Received April 1, 5.5 p.m. Amsterdam, March 3-1. The Austrian Foreign Minister, in a semi-official interview published in the Fremdenblatt; states that the Centra! Empires "are ready to negotiate a peace honorable to our enemies as well as to ourselves. Moreover, if the negotiations fail, tlie war can continue." Coming after numerous .reports legarding new Austro-German peace moves, this declaration is regarded as most significant.
AUSTRIAN iPRESS CLAMORS FOR PEACE. _ Australian Cable Association, Received April % 1.30 a.m. '.- i Vienna, March 31. The Austro-Hungarian press, following the Foreign Ministers' lead, clamors for peace, declaring that.Herr Czermin's proposal offers an honorable settlement.
