A SERIOUS CRISIS. MARTIAL LAW PROCLAIMED. Received March SO, 8 p.m. Madrid, March 29. Martini law has been proclaimed j throughout Spain. Earlier telfcgrains indicate a serious economic and political situation. The Minister for Commerce stated that shipping had almost ceased, exports had fallen to a minimum, and the importation ox coal had cea*ed. The Government proclaimed as seditious an appeal to the people, the signatories Wii.'reof were imprisoned. Discussion is forbidden, The contents of the appeal are not disclosed.

Nicholas and his family are in happy captivity, Nicholas always bcjng first to kneel in church during prayer for the Provisional Government.
A MANIFESTO. ASPIRATIONS OF CONQUEST DENOUNCED. Received March 30, 8 p.m. Petrograd, March 29. Thq, council of workmen and soldiers' delegates have issued a manifesto to the people of all countries, particularly to Germans, denouncing the aspirations of conquest by the ruling classes. The Labor leader, M. Tchilze, said: "The manifesto watchword is 'Down with William.' In addressing the Germans we do not loosen our grasp of the rifle*." KUROPATKIN RECALLED. Received March 30, 11 p.m. Petrograd, March 30. The Duma has recalled General lyuropatkin to assist in the reorganisation work. GERMAN ATTACKS REPELLED. London, March 20. A wireless Russian official report says:—The enemy attacked northward of Stanislavov and southward of Brezfcany, but was repulsed. Our counterattacks southwards of the rivers Oußsa and Tchabanioch were unsuccessful. - CONFISCATION OF ESTATES DEMANDED. Copenhagen,' March 29. The Council of Soldiers and Workmen at Petrograd demands the confiscation of all large estate*, including those of the Czar and the Grand Dul;e. This is likely to cause dissension /because M. Rodziunko and other Ministers are large landowners.
