LOSS OF SHIPPING. LORD BERESFORD PESSIMISTIC. London, March' 28. In the House of Lords, Lord BereSJbrd said lie did not think the captures of submarines were equivalent to the German output of new boats. He predicted a world famine for the next three yean. He believed the Germans bad more men and food than we imagined. The Foreign Office had too much bower oyer the navy. We were very much blockaded. The losses of the British, Allies, and jaeutrals in February were 281 vessels of SOSfIOO tons, and in March to date 805 Teasels of 420,000 tons.
