RUSSIA.
A SEPARATE PEACE. RUMORED OFFER TO RUSSIA. ALLOWING TERMS. United Service. Received March 29, 1.41 a.m. London, March 28. It is widely rumored in Berlin that a separate peace has been offered to Russia on the following terms:—The evacuation of Russian and Austrian territory; the autonomy of 'Poland; the internationalisatiou of Constantinople, with a Russian protectorate over Armenia. Ilerr Betamann-Hollwog's speech on Thursday is eagerly awaited, for it is believed prooable it will deal with an offer of sperate peace to Russia.
THE GERMAN LIE FACTORY. ATTEMPT TO BEFOOL RUSSIANS. A DOOP THAT FAILED, Times Service Received March 2s, G. 50 p.m. Petrograd, March 27. German aeroplanes are scattering proclamations stating that the English have dethroned the Czar because he is no longer subservient to them. The proclamations excite amazement. The Germans mistakenly think that Russian soldiers are fools, whereas they have kept their heads during the exciting ordeal.
SUPPORT FOR GOVERNMENT DIVIDED AUTHORITY, Petrograd, March 27. Archangel and Vladivostok: telegrams announce that the Siberian and Arctic fleet and local garrisons support the Government. The Council of Workmen and Soldiers, the delegates to which M. Cheidze controls, is not losing ground. The Provisional Government does not take any important step without the Council's approval. There is no hope at present of this divided authority being ended, though it makes the 'position of the Government extremely difficult. The republican idea is daily becoming stronger. A great fire in the cotton stores at Vladivostok is believed to have been the work of an ineendiarv.
IN TOUCH WITH BERLIN. SECRET WIRELESS STATION DISCOVERED. Copenhagen, March 27. As the result of the seizure of correspondence between the Czaritza and M. Protopopoff a secret wireless station has been discovered at Tsarkayeselo, which communicated with Berlin. .It had been installed by M. 'Protopopoff without the Czar's knowledge. t ./RUSSIANS RETIRE London, March 27. A Russian official report says:—Attacks, accompanied by asphyxiating gases, on the west bank of the river Chara compelled us to retire eastward. GOVERNMENT OF FINLAND. Renter Service. Received March 28, 6.55 p.m. Petrograd, March 27. The new governing body of Finland comprises six Social Democrats, sisi representatives of other parties. ARREST OF GENERAL IVAXOFF. Received March 28, 11.50 p.m. Petrograd, March 28. General Ivanoff has been arrested. at Kieff. PORTUGAL. THE SALE OF MACAO. Berne, March 27. The Cologne Gazette states that 'Portugal has sold Macao to Japan.
