RAILWAY ROLLING STOCK.

FINDINGS OF THE COMMISSION. A REASSURING REPORT. !By Telegraph.—Press Association. Wellington, Last Night. The Railway Rolling-Stock Commission's findings have been .presented to the Governor. The Commission finds:— (1) That the rolling-stock on the New Zealand Government railways was, in July, 1910, in good and safe running nrder. (2) That such rolling-stock has boen maintained in good and efficient order and condition during the three years between August, 1913, and July, 1916. (3) That, generally, provision has been made for the upkeep and renewal of rolling-stock, but that facilities .'or lifting at station yards are not sufficient for dealing with the present volume of traffic. That this fact has been recognised by the responsible officers of the Department, but tlie executior of the necessary works has been delayed by war conditions. (I) That the condition of the carriage and wagon springs hag not at any time hecn inefficient. (5) That it Is not correct, as has been alleged, that where brokeD springs had been found under carriages, two such springs had been put into one, instead of being replaced by one sound carriage spring. That no broken bear-ing-springs have been pieced; that such have been immediately removed and new springs substituted; that it has not been the practice to piece carriage draw-bar springs which have been used to the extent of about 10 per cent, of the number in 'tho wagon stock; that this practice is justifiable and introduces no element of "danger.

(G) That the safety of the "public has not been adversely affected at any tiino during the three years preceding July, lOlii, by the oondition of the underframes and running gear on tho carriages and wagons, and that the condition of this gear has been exceedingly good.
