SOCIALISTS' PEACE PROGRAMME. ALL ANNEXATIONS TO BE ABANDONED. . ■jyjLHELMSHAVEN HARBOR CLOSED SUBMARINE SCHOOL FOR TURKS. \ Received March 26, 10.50 p.m. -' Amsterdam, March z6. _ The German Socialist party has published a programme including the speedy conclusion of peace on the basis of abandoning all annexations by all the belligerents. , Wilhelmshaven harbor has been closed . for a fortnight. The reason is unknown. A submarine school has been opened at Constantinople, managed by German naval officers, who teach Turkish officers trad sailors how to command and man submarines. Many students are attending the opening course. 1 ' . PRISONERS SENT TO WAR ZONE. Berne, March 25. Despite Anglo-French warnings, Germany is enforcing her threats of reprisals, and a large number of prisoners have been sent to the war M>ne. The International Red Cross is endeavorii.g to induce Germany to cancel the jnovement. ABORTIVE GERMAN INTRIGUE. London, March 25. The Berne correspondent of the Observer says that several German ageats, including two prominent Socialists, during the past week approached Rassian Socialist's and political refugees in VSwttzzerl&nd, urging them to return to Russia in order to use their influence to secure peace. A large sum was offered, with a ,safe conduct through Germany. The offer was contemptuously rejected, a leading Russian Socialist refugee bidding them return to Getmczy first and free Germany from Prussian despotism 1 . Paris, March 25. The Geneva correspondent of the Echo He Parjs states that the German Govisrnment, fearing a revolution, has proSided the police with machine guns. Herr Scheidemann, leader of the Social Democratic Party, is travelling through Germany urging the vigorous pemtinu&tion of the war. Germany has requisitioned all aluminftmj for military purposes.
