German Official.—The Kaiser has sent a letter to the King of Bavaria, in which ' lie says:—"Wo owe the brilliant carrying out of our great army movement on the Western front, firstly, to the successful action of your son, Prince Rupprecht, whose performance deserves the highest appreciation. Historically, it ■will be a page of glory, and it is my extraordinary joy to inform you thereof." Berlin, March 24. Official.—(The Kaiser, in a message to Fie'd Marshal von Hindenbiirg, says:— "The movementsat the front in France are most important for the genera! situation on our Western front. A German official report, states:—On both aides of the Somme and Oise the ' enemy is feeling his way forward hesitatingly, frequently entrenching, and being seriously hampered by our measurc3. We repulsed the French westward of ' Lafere, on the Ailette plain, Neuvillc, and Marginal. , We stormed and took Russian positions between the Solyomtar and Czobemos valleys. ' THE FOOD OUTLOOK. ' Borne. March 23. Herr Helffrich, German Minister of Finance, privately told Ministerialists that the 1917 harvest would be very bad, but she war would be decided before August.
