CHINESE STUDENTS ARRESTED. LIEBKXECHT'S SUCCESSOR. Received March 23 5.5 p.m. Amsterdam, March 22. Eighty Chinese , students at Berlin 'have been arrested on a charge of conspiracy with the Chinese Consulacy. The Consul has protested. The bye-election {it Potsdam in succession to Herr Liebknecht, resulted in an overwhelming majority for Herr Merring, a Socialist, who has been long under preventative arrest.

The Vorwaerts, referring to Russian developments, says it will be ft dangerous mistake if equal suffrage is not introduced In 'Ptussiu during the war.
