INTERNAL PEACE.
STATEMENTS BY 'RUSSIAN FIGHTING CHIEFS. Received March 2S 8.15 p.m. Copenhagen, March 22. The Grand Duke Nicholas, interviewed at Tiflis, said the new Government is being an accomplished fac-t, and that the return of the old regime is impossible. "I never would countenance such a retrograde step. I look forward to nHimate victory, but a necessary condition meanwhile is internal peace. I am sure the Government will be able to. prevent anarchy, but only with the support of the people." General Russky and General Dmitrieff have issued a proclamation to the soldiers appealing for discipline and order and the utmost efl'ort to secure victory. General Brussjloff and the Provisional Government have issued similar proclamations.
M. Svenhufvud, a former President of the Finnish Diet, and for several years an exile to Siberia, has returned and been appointed Procurator of Finland.
The Russian Government lias required refugees in Stockholm to return. Hundreds have arranged to leave on Saturday.
