IN THE RECAPTURED TOWNS. INHABITANTS WEEP WITH JOY. Paris. March 20. A French aviator who was Hying over Ncsle on Sunday observed a man on the top of a house waving l a tri-color. He descended and found that the Germans had evacuated the town. The cavalry entered later and had an enthusiastic reception from 2000 of the population. Many wept for joy and flourished flags. The entrance into Roye was delayed owing to the floods and obstructions on the roads. The town had been savagely and systematically looted. Tlie Germans carried off or destroyed crockery, line, pictures, and furniture, leaving the inhabitants only a mattress, table, and chair apiece, but many of the houses and tlie churches were intact. GENERAL NIEELLE'S RAPIDITY THE GERMANS STUNNED, ' New York, March 20. The 'Paris correspondent of tlie New York World states that the German High Command bos been stunned by the rapidity of General Nivelle's pursuit. French aviators, returning from scouting, report that conflagrations are visible 50 miles behind the lines. Mr. Frank Simonds, writing in the New York Tribune, predicts that the next 24 hours will decide whether the Germans intend to retire to the FrancoBelgian frontier or to make a stand on the CauibrahSt. Quentin-Laon front.
