ALL SHIPS TO BE ARMED. (PRUSSIAN TREATIES BROKEN. Received March 15, 12.45 a.m. Washington, March 14: It lias teen ascertained that all ships will be armed, irrespective of whether they carry munitions or otherwise. The president considers that the Prussian treaties of 1859 and 1799 bind Germany pot to sink without warning American ships carrying contraband. ABSURD GERMAN PROPOSAL. Wa'shington, March 13. Germany, through the Swiss Minister, - tencwed the attetnpt to amend the Ger-man-American Treaty of 1788, in order to exempt German residents in the {United States from arrest in the event of war. The proposals are unlikely to tie accepted. • GERMANS STOP RELIEF WORK. Wasington, March 13. Germany has protested against Ameficans continujng relief work in the occupied districts in Northern France. Mr Herbert Hooker has departed for £pain. ' •NAVAL DIRIGIBLES. Washington, March 13. . He Navy has awarded contracts for Sib construction of thirteen dirigibles _ ithin three months.
