BREAKING WITH GERMANY. DECLARATION OF WAR FOLLOWS Jlcccived March 5, 5.50 p.m. London, March 4. The Morning Post states that the Chinese Cabinet has decided to break off relations with Germany and subsequently to declare war. The President has agreed to .this course of action, subject to Parliament's approval. BREAK WITH GERMANY LIKELY. I The Hague, March 4. Reports from Berlin state that the German Minister at Peking has warned the Foreign Office that China is likely to break off diplomatic relations unless the blockade policy is changed.
