- r A LIFE AND DEATH TREATY. Constantinople, Feb. 18. The Grand Vizier, in his speech in the Chamber, declared that Turkey had concluded a treaty for life or death with the Central Powers, and would not be indifferent to the claims of modern civilisation. AMERICANS FREE TO LEAVE. Washington, Feb. IS. The American Ambassador at Constantinople reports that Turkey has assured him that they will not prevent the departure of a thousand American fefugees at Beirut.
