EFFECT OF CONTROLLER'S PROPOSALS. Received Feb. 16, 8.45 p.m. London, February 1". There is a strong demand for 61b t ins of beef and mutton from shops and restaurants as the result of Lord Devonport's proposals. The demand at Smithfield market from the West End and the better-class suburbs has materially decreased, but poor districts afe buying freely. The markets are abundantly supplied with homo-killed beef and "mutton, and the Board of Trade litis therefore released much less frozen meat than usual. The restrictions on the use of flour for fancy cakes and also on sugar have seriously affected the demand. A meeting of Covent Garden retailers lias decided to refuse to sell potatoes on Monday unless the wholesale price is £lO 10s per ton. They complain that they are being charged £l4 and ,€).B per ton, whereas from Monday the law compels retailers to sell at a .maximum of l»/ g d per lb.
