TOTTERING CONSTANTINOPLE. Amsterdam, February 12. A neutral resident from Constantinople states that the Rusian bombardment of Tngul has cut off the coal supply of the Turkish fleet. Four merchantmen! only remain in the Bosphorus. which is shut off, and foreign trade is at a standstdl. The Germans arc unable to repair the Goeben, which is doeke'd. The Breslan is afloat, also some torpedoers and submarines. Meat, bread and sugar cards have been introduced. The Turks resent this as a German innovation. Swindlers are sending Government stores to Germany. No fish is procurable, sugar is Ss per lb, tea 40s per lb, and boots 60s per pair. The feeling of the people is strongly, anli-tlernian, though they are afraid to show it. ,
