An American correspondent in Berliu interviewed Ilerr von Zimmerman, German Foreign Secretary, who alleged that Britain was treacherously employing hospital and universally arming merchantmen. Herr Zimmerman added: "In the steps wo take we shall do our utmost to safeguard the lives and property of neutrals, "but having endeavored to submit our cause to the arbitrament of reason, we must disclaim responsibility for any unhappy results that may follow our foes' determination to continue the struggle."
