Onrin;tny will notify neutral* thai she intends to commence, on February 1. a fleep-sca. barrier with submarines, so as to hem in thirty submarines, specially built'for the purpose. It is also reported that two new commercial submarines will sail for Connecticut on January 24. INACTIVITY OF GERMAN NAVY AX APOLOGY. SIT,MARINE ACTION MUST SUFFICE. Received Jar. 22, 5.5 p.m. London, Jan. 21. The inactivity of the German fleet, is exciting bitterness, and Admiral Hollweg has published an apologetic pamphlet, stating that a naval offensive against the British Fleet would he heroic madness. He adds that Germany's naval task must consist of harassing the British Fleet, and keeping it alert, while making the submarine warfare possible, and safeguarding German and Scandinavian commerce. ;
