The Manchester Guardian says that the Duma and people hold the governing bureaucracy responsible for the economic disorganisation. The present troubles arose from the Duma's endeavors to secure the confidence of the Government and the people, but the reactionary Pvotopopoff remains Minister of the Interior. M. Schnvaief's retirement is a groat How in the Duma, because ho, with the Mini-tor of Marine, when M. Stunner was dismissed for intriguing for a secret peace, assured the Duma that the campaign would be strenuously prosecuted. M. Sehuvaiefs retirement perpetuates the internal troubles. ENEMY ATTACKS DEFEATED. London, Jan. 19. A Russian official message states that the enemy took up the offensive in the rcion of Zborov and part of a detachment entered cur trenches, but was promptly driven out. The enemy bombarded the Okna and Dordancshti, and the valleys of the Trotus and Oituz.
