STATEMENT BY MR. MASSEY. Received Jan. 19, 7.5 p.m. London, Jan. IS. Mr. W. F. Massey states tliat any permanent consultative body arising out of tlie Imperial Conference would be distinct from the High ifommissioners office, because the Dominion Parliament* would desire direct responsibility, Mr. Massey consented to the postponement of the Conference until the middle of March, at the request of Canada and South Africa,
