PAPER LOAN BY GERMANY. TURKISH NOTES ISSUED. Received Jan. 8, 5.55 p.m. Paris, Jan. 7. Advices from Constantinople arc to t!he effect that Germany is lending Turkey thirty-nine million Turkish pounds in paper, whereon Turkey issues notes to the value of thirty-five million.
