ARMING MERCHANTMEN.
EFFECTIVE DEFENCE G'IVEX. ' CRITICISM OF ADMIRALTY. London, November 20. Lord Sydenham, a member.of the Air Board, strongly Advocates arming merchantmen. He added that only 9 per cent, of the attacks on armed merchantmen have leen successful, as against 77 per cent, on unarmed vessels. Lord Beresford also advocates that merchantmen should be thoroughly ariued—bow, beam and quarter. There has been growing criticism of the Admiralty lately, uue to the Channel'raid and to the increased submarine activity. The Daily Telegraph, in an editorial article, jays: ''The Admiralty is strangely unaffected by any changes in our national life, and the methods oi government due to the war. The nation's faith in Jellicoe and the Fleet Is undiminished; but the submarine developments are increasing embarrassment "The undersea operations suggest that the Admiralty would profit by the 'introduction of new blood. It might well give seamen fresh from the sea with a fresh outlook on new problems a more commanding voice in naval affain."
