WORLD'S BIGGEST WARSHIP.

BUILDING IN JAPAN. Washington, Dec. 12. The Naval Department announces that Japan is building a larger and swifter battleship than any built or planned for the American navy. The Japanese battleship will have a main battery of twelve la-inch guns. Admirals Badger and Fletcher believe that the present ideal is vessels of 23 knots speed, and 40,000 tons displacement. They consider it undesirable to increase that size, but are agreed that, armored ships are very desirable, and give as an instance the fact that the Warspite survived the guns of the German fleet oil Jutland when lighter ships were sunk.
