MR.* LANSING RESIGNING. iHEHICA COULD TURN THE SCALE. Beceived Dec. 24, 5.5 p.m. New Ytrk, Dec. 23. It is reported that Mr. Lansing is resigning, owing to 'President Wilson repudiating hfc statement that America on the verge of war. Mr. Lansing, on being questioned, hinted that if America entered the war it would turn the scale, whicheve; way she sided. The friends of the Allies interpret this as an i lndication that President Wilson was determined to bring Germany to terms, aince it Is manifest that America could not fight against the Allies.
