TRANSFER OF SHIPS PROHIBITED. By Telegraph.—Press Association. Wellington, December 21. The Gazette to-night contains an Oruer-in-C'ouncil prohibiting the transfer of British ships registered in New Zealand, or any share therein, to u foreign-controlled company. It also prohibits nn owner from mortgaging a ship, or a mortgagee from transferring his mortgage on such ship to a person not qualified to own British ships, or to a foreign-controlled company. CERTAIN AMERICAN PAPERS BANNED. Another order prohibits the importation into New Zealand of a number of American newspapers and periodicals, including the Hearst papers, German papers, and the Cosmopolitan Magazine. ILLEGAL MEETINGS An Order-in-Council under the War Regulations Act provides as follows-. If the Commissioner of Police is satisfied that any place is about to be used, or .ikely to be used, for holding any meeting or meetings having reference to the war, and of a kind injurious ta nnb'lip safety, or the interests of his Majesty in respect of the war, such commissioner may, by notice, \v. liibit the use of that place for meetings having reference to the war. So long as any such notice remains in force with respect to any place, every meeting held in that place, and having reference to the war, shall, unless held in pursuance of a written permit issued by the Commissioner of Police, be an unlawful meeting -,\ithin the meaning of these regulations. Every person who permits an unlawful meeting to be held in or upon" any premises; or land owned or occupied by him shall be guilty of an offence against these regulations, and shall lie liable accordingly. Every person, other than a constable or person in aid of the police, who is present at an unlawful meeting, or who is a party to holding any such mcet'ins, shall be guilty of an offence against these regulations, and be liable accordingly. '•'Meeting" means any assembly of more than twelve persons.
