General Scott, Chief of the General Staff, gave evidence before the Military Committee that, tos the result of the £jropean war, America required an ar>ny of 1,500,000 in instant readiness and the same number of reserves to be ,*e<tdy in ninety days after hostilities. Ihe General Staff, before the war, believed that an army of 500,000, and the talkie number of reserves, would be suffleitnt.
