LEGAL REDUNDANCY. A grout leal of time is taken up in tli'.' reading of charges heard in the local Magistrate's Court. When the statutory form is used, the lengthy ana involved legal phraseology often pwzles defendants, .and not infrequently tli? charges have to be repeated and preferred in a much more simple form. In the Jlagislrate's Court yesterday a man who admitted having ridden a bicycle without a light in C'arringtoii Hoad on the evening of December 0 was charged "that on the sixth day of December, nineteen hundred and sixteen, and within the Borough of New Plymouth, between sunset and sunrise, to wit, on or about the hour of 10.30 o'clock in the evening of the said day, you did ride a bicycle along a public place, to wit, Carrington Road, without having attached to the front of such bicycle a lamp so constructed and placed so as to exhibit a bright whito light in the direction you were proceeding, so as to all'ord adequate means of signalling tlic approach and position of such bicycle, contrary to the form oi 'by-law No. 7S (05; of the by-laws of the Council of the Borough of New Plymouth, which said by-law then was and now is in force in the said borough, and contrary to the fcrm of the statute in such case made and provided." .■ Nineteen eases were heard yesterday, and this form of charge was observed on each occasion.
