The Government would be forced to repeal them and fix a living <v#ge and leave the adjustment of conditions above that minimum of bargaining with the maintenance of voluntary coneiliatior and arbitration. Many trades showed a tendency to restrict output and the present industrial laws were reducing the .incentive to greater enieieniy. It was the intention of the Government to make unions, not individuals, responsible for strikes.
