I j REFUSAL TO SEND JIORE TROOPS. Received Dec. 2, 10 p.m. Zurich, Dec. 2. It is reported from Constantinople that the Turks have refused to send additional troops to Europe, been use. of being unduly exposed to slaughter in the Bobriklja and elsewhere.
