RE-ORGANISING THE AIR SERVICE. London, Dec. 1. The Daily Express states that the Admiralty has decided to appoint an Admiral to the Board, virtually as Air Lord. The Manchester Guardian says that the Government is establishing the air service as a separate arm. The Air Board will have control of the financial, administrative; and technical, management, both military and naval, but will not interfere with "strategy.
