The Morning Post's l'etrograd correspondent states that the Russian political crisis was merely the result of a universal desire to settle accounts with Germany in the most thorough way possible. Many causes combined to spread the conviction in the public mind that certain Minister's actions were not in harmony with the nation's war wishes, and explains the formation by an overwhelming majority of the Duma into a solid bloc, for the first time in the Duma's history. The bloc's spokesmen now plainly demand Ministers with whom they can work. The real significance of the Army' and Navy Mini*ter»' recent speeches in the Duma is that they, the most independent of all Ministers, can only address the Duma by tlu> Tsar's express permission, their statements emphasising the value of the Duma's co-operation. This is hailed as tantamount, to an official declaration that the Duma will net be dissolved, as .Mi Stunner, the late Premier, proposed.
