The humbling of England and the subjection ot Europe are no longer open to her. Tlie defeat'of Anstro-Germanv is as certain as if it iverc acknowledged. A treaty is now only necessary if the Powers see that the objects for which they are fighting can lie embodied in the terms of peace as a permanent international agreement.
