'A NEW "EXPLANATION" OP THii HINDENBURG "PLOT." KAISER'S "DEEP SCHEME." Zurich, September 18. Reverting to Hindenbug's appointment to be Chief of the great General Staff, Coionei Gablonsky says: — ' Many explanations have been given. All the political and military circles in Berlin, Vienna and Budapest have buzzed with excited talk about the change. Many of the reasons given are partially correct. But there are many grounds fpr believing that the appointment was due mainly to dynastic and political considerations. Here is my version cf what happened: J 'Falkenhayn warned the Kaiser thai the situation is rpally serious. The Kaiser, though not wholly convinced was sufficiently alarmed to reflect. He reflected that if things really went bad ly the German people would make his Imperial self the scapegoat. The Idea of appointing Ilindenburg arose from a desire to find another scapegoat. The Kaiser detests Hindcnburg, being intensely jealous of the lattsr's popularity, but he thought to himself that, if things go well, there will be time enough to deu' with Hmdenburg's dangerous popularity afterwards. On the other hand, if things go badly, all the blame must be loaded upon Hindenburg. The Kaiser will then remind his people thai they wanted Hindcnburg, that they acclaimed his appointment, that he was given a free hand, and that consequently he (Wilhelm) had dons his best for the covntry. "I believe that Falkenhayn is in the game, so to Fpeak. He lias not been dismissed, but he has been attached in a special capacity to the Kaiser's military Cabinet. This means that he remains the Kaiser's most intimate military adviser. He, too, detests Hindcnburg. It sounds very petty and mean, does it not? Bu J . "Willieim has a sacred duty, which is holier even than the prescravtion of Germany, and that is tho preservation of the chosen delegates of Heaven, tho Hohenzollern dynasty. And the Hindcnburg intrigue, if successful, will tend to preserve the Hohenzollern dynasty, and to protect it from the nation's wrath.'' u
