MOBILISATION SCHEME.
A FORLORN HOPE, Amsterdam, Nov. 15. The German newspapers arc full of the civilian mobilisation scheme, and contain highly colored pictures of the new Germany controlled from Herr Grcner's office, whence the activity of al' industry and every utilisabie citizen will be directed. The Germans arc being persuaded that theii supreme organising genius will turn the scale of victory. They intend to show the world how a great empire can be run as a business directed to the single end of winning the war.
The newspapers, with „he view of stimulating the nation, recall Lord Kitchener's saying that for England the war wquld only begin in 1916. Germany has under-estimated England and must convert the empire to a colossal muni tions factory. There is some doubt whether compulsion will apply to women, but it is understood the food mobilisation will alicc the dietary in accord with the importance of the war work.
