The usual meeting of the* Stratford Borough Council held on Monday evening. Present:—His Worship, the Mayor (J. W. Boon); and Crs. E. J. Davcy, W. Walshe, S. B. Hunter. T. Lawson, J. H. Thompson, E. S. Rutherford, W. H. Young, and A. 1). Stanley. The Town Clerk, electrical and borough engineers were also present.
The Stratford A. and P. Association asked the Council to grant employees a full day holiday for November 30 (People's Day at the Show).—Granted. The Public Trustee, Wellington, stated that, the borough loan of £16,000 will be remitted in time to allow Council to take over the undertaking (electric light) by November 1, interest on the loan to commence October 1, instead of November 1 as desired by Council.— Received.
Mrs. M. E. Budge, on behalf of the Stratford Ladies' Patriotic Committee, desired the Council to grant them the Town Hall free of cost on the occasion of theh Red Cross concert, held on 17th October.—That rebate be granted, subject to 10s being paid for light.
Stratford Domain Board wrote regretting they could not acc'de to the request of the Council for the use of section in Page street for crusher site.— Received.
Thomas Kelly, Mev/ Plymouth, v/rotn protesting against a claim by the Council against him for filling a hole cn his section in Juliet street before consulting him on the matter.—Received.
Mr. G. T. Waters, draper, offered to lease a shop, southern side in municipal buildings, at ft rental of 5s per week, the Council paying for fitting shop, £35. —Accepted in accordance with reserve committee's recommendations. The Education Department wrote rc sulv.idy to Public Libraries in country districts, that a library participating in the grant must not be situated in .1 borough town, or town district the population of whic'.i exceeds 1000. The Stratford Library was, therefore, not eligible to participate in the" subsidy.—Pa>ceived. Mr. W. F. Short wrote stating that pegs in the newly-surveyed portion of cemetery are not correct and should be rectified. An iron tank at the ne-.v chert would also be a great convenience, and is provided on nearly every other cemetery. —Referred to works committer. T. J). Sullivan, borough engineer, applied for an increase in salary. The wcrks committee's recommendation thai the salary be increased from £235 to £260 was carried. Messrs. D. McWhirter, A. C. Ei'.v: J. Slaughtering fees, £53 18s Cd; r.ale of blood and ofi'al, £4 10s; paddock rent. 12 10s; total, £72 18s Cd. Stock cows and 7 pig.;. A email bridge is required for Xo. 4 paddock, as the sheep will not cross the eiream as it is at present.—lt was decided to build a bridge, the estimated cost being £7 10s.

HOSPITAL BOARD. The monthly meeting of the Hospital Board was held on Tuesday. frcseul: Messrs. Sole ('chairman), Ivlorison, Smith, and ChristofTel. The same body forwarded a second rircular, inviting the co-operation of the Board to disseminate knowledge ,is io the best means of preventing the spivad of eanceir in the Dominion. Last year's statist*"*! recorded no less than !W0 deaths —uie highest yet recorded in the Dominion.—Resolved: "That the Board do its utmost to give effect to the recommendations, and that the Department be asked to publish any information available regarding the predisposing causes of cancer." Dr. Steven, medical superintendent, reported that during the months of October 10 patients were admitted, 'l7 discharged, and 10 remained in the hospital. A. Gray, Health Inspector, reported three cases of diphtheria, two in the borough and one in t'he county. Disinfection gf premises was carried out where required. Milk samples taken complied with regulations. Four samples of bread weighed were reported to the District Health Officer
Or. Rutherfurd reported on land matters, stating that Mr. G. Ford had been appointed bandmaster, viee Mr. T. .Marshal). There were 14 to I's lads' in training, and the amount of funds in hand for the purchase of uniforms was about £IOO. —Report adopted. . Pursuant to notice, the Mayor moved: "That the resolution of 14th December, 1!)14, adopting the Works Committee's recommendation that the borough workmen be allowed the following holidays on full pay be rescinded: Christmas Day, Boxing Day, January 1 and 2, Good Friday, Saster Mondav, Labor Day, and Show Day."— Carrie! Cr. Law?on moved: "That the resolution Of June !), 1015, adopting the Lighting Committee's recommendation to turn the street lights off at 1 a.m., and the resolution of September 13, 1015, adopting the Lighting Committee's recommendation to turn the street lights off on moonlight nights, be rescinded."—Carried. The Mayor spoke in appreciative terms of the work accomplished by the Town Clerk in connection with the taking over of the electric light works. He moved: ''That the Town Clerk be granted extra payment of £2O for services rendered in this direction."—Cr. Young, in seconding the motion, also spoke of. the work entailed and efli-' ciently performed by Mr. Skoglunil.— The motion was carried. The electrical engineer, Mr. Newton, was instructed to submit a. report to the next meeting on any improvements required generally in connection with the electric liglit works. It was decided that the Council communicate with the Inspector of Police re regulating the traffic on show and race days. On the Mayor's motion, it was resolved to arrange a day to visit the waterworks.

This constituted, he <aid, a real source of annoyance to those living in the vicinity who regard ths Sabbeth as the Lord'.i Day.—The Mayor moved, "That the Town Clerk write to the Stratford Gun Club informing them that this Council considers it would be to the best interests of ths majority of the citizens of Stratford if Sunday shooting practice were discontinued, as at present it is an annoyance to a large number of citizens, especially to those witii children living in the vicinity. —Seconded by Cr. S. B. Hunter and carried.
