The fiovernor has received a cable from Mr. Bonar Law, stating that Germany has decided not to admit parcels for prisoners of war in Germany between December 15 and 25. Mr. Law fears, therefore, parcels not reaching England before December 1 are unlikely to arrive at their destinatior before ChiKstmas,
