REPLY TO BRITISH XOTF Australian-N.Z. Cable Association. Washington, Nov (>. Mexico's reply to the British Note, demanding the strict enforcement of neutrality regarding submarines, states that it will hot permit the violation of neutrality, hut fails to understand why the Note'was sent via the United -States Government. America has notified Mexico that the Allie9 fear the establishment of a German naval base on the Mexican coast.
