THE BALKANS.

SITUATION GREATLY IMPROVED. SUPPORTS WOULD TURN THE SCALE. London. Nov. 3. Mr. Stanley Washburnc. reporting from Roumanian headquarters, says the general situation has greatly improved, and the gravest menace has been temporarily averted. The great enemy opportunity was to inflict disaster before the Roumanians were able to retire to the mountains, where they are better able to resist the enemy. The. enemy was partially tactically, 'successful, but strategically achieved nothing decisive to demoralise the Roumanians, who are settling down to a stubborn defensive, fighting step by step in the valleys. If they are able to continue the enemy should be unable to reach the interior of Roumania or to cut the north to south railway; but it cannot, be assumed that Roumania is safe until the enemy's intentions and capacity to fulfil them lias been ascertained, which will probably not be before cold and snow terminate this year's serious operations. Roumanians retreat is so slow that there is reason to hope for supports, whose arrival would be timely. GIVE-AND-TAKE FIGHTING. ; ■ ROUMANIAN COMMUNIQUE ■' Received Nov. C, 8 p.u:. '"" , London, Nov.
