Mr. Wilson indignantly denies this and says that a member of the Cabinet suggested an intimation that a German proposal for arbitration would- be acceptable, but Mr. Wilson rejected the suggestion, and adds that the public knows the entire communication to Germany". The New York Times opines that Mr. Bryan made the suggestion, the nonadoption of which led to his resignation.
