Official: By the explosion of a munition factory in Kent there' were two people killed and ten seriously injured. ALL MEN POSSIBLE FOR THE FIELD. Received Oct. 27, 0.30 p.m. London, Oct 27. Lord Derby informed an interviewer that: "We are firmly resolved <o keep at home only an essential minimum. There is no thought of sptiring men hi order to establish unnecessary re-, serves." FULL UTILISATION OF MAN POWER London, Oct. 20. The coming out of military eligibles i? proceeding energetically. Employers have been warned that few exemptions will be renewed and that they must arrange for substitutes. Tin? military authorities are willing to assist by exchanging partially fit men who have beer, previously exempted. It is expected that all fit men under 26 will be taken. IMPORTANCE OF COAL OUTPUT, London, Oct. -20. Mr. Asquith addressed 3000 representatives of Me coal mining industry and appealed for the elimination of the avoidable absenteeism by which 5 per. cent, of time was lost. If this were made up the deficiency in output would be remedied. The output had progressively decreased since the war, although I the importance of coal in carrying on the war wa's only second to the import- [ ance of men. The meeting passed a resolution pledging employers and workmen to do everything in their power to increase the output. SUGGESTED IMPERIAL CABINET. London, Oct. 2(1. The Manchester Guardian says that the presence of Mr. Massey and Sir Joseph Ward at a Cabinet meeting confirms the precedent. It has been suggested that the Dominion Governments should have a permanent representation in the Imperial Cabinet through a resident Minister. Without being ideal it would have certain advantages, could be carried out with the minimum of constitutional change, and would give thf Dominions the information which they chiefly need regarding common Imperial concerns. The Minister could keep his colleagues fully instructed on Imperial and foreign policy.
