Borden, in a stirring appeal for another hnhdrcd thousand enlistments, says that the- climax of the war is rapidly approaching, and Canada's last hundred thousand men may be a deciding factor. Canada's manhood must answer the challenge, if the nation is to have an abiding place in the future. Hitherto enlistments have been more rapid than transportation, but in the past few months enlistments have greatly dcerer.ied. . ' A SHIPPLNG PROPOSAE , Reuter Service. Received Oct. 25, 0.50 p.m. Ottawa, Oct. 24. Mr Drey ton, chairman of -the Canadian Railway Commisison, is forwarding a proposal to the Imperial Government that all ships and men used now by the Admiralty between Britain, Canada, and Australia, shall be maintained in their present service for five years after the war, for carrying merchandi3S instead of munitions. The idea is to preserve the trade between the British Dominions. He is also suggesting an inter-Imperial Board be formed to use the captured German ships wherewith to build up the service.
