Referring to the post-war conditions, lie said he could foresee the day when the Empire's reconstruction would prove tlie supreme question. Patriotic and Imperial sentiments wouid not suffice. ''We need more clear thinking and deliliito plans, decisive and immediate action. We must utilise our materal and other resources to tighten up the inter-Umpire and Dominion relations, which preferential treatment would promote and We must erect impenetrable 'harriers against German postwar trade attacks. Then we shall stand before the world a united nation—Eritn in invincible and indissoluble in peace or war.''
