The New York Herald sayi that practically the neutrality of the United States has been grossly violated, and it is the'highest duty of the Government to go to any length to end Prussian warfare in American waters without a day's delay. Other papers opine that the Germans, who are facing certain defeat on land, are adopting the tactics of desperation on the sea It is believed that U's3 is the latest type of cruising submarine, with a radius on the surface of 10,000 miles and a surface speed of IS knots, She would carry two 4in. guns. EFFECT ON WALL STREET New York, Oct. 9. There were declines on J:he Stock Exchange to-day, following the appearance of U53. Stocks depreciated 3to 10 points. There were also declines in Chicago wheat of three points. Mr. Lansing announces that the Government will not interfere with German submarines unless international law is broken. Hitherto there have been no breaches of law discovered. AN 'UNLIKELY STORY. New York, Oct. 9.
