To the Editor. Sir, —The letter of "Civis" in your issue of tiie 4th inst. is most enlightening, not only to me, 'but to numbers, of other pecple who were unaware .that the Borough Council is, and lias -■been for years, deliberately breaking its own by-law?. Inspector Tippiiw is well able lo look after himself, and it is a pity that the borough councillor* (to not take a. leaf out of his book, and be more energetic. My letter did not reflect upon Mi. Tippins at all, but it did upon his employers, and tJie letter from "Civis'' merely exposes more of the eras-sness of the powers that be. 1 thank •'Civis" foi aiding me in this litthe matter—l am, etc., lIARDET STREET.
